I dont fit many star nuts to fork steerer tubes but when i do i use my old cheapo setter. Every time it sets the nut wonky and have to level it off with an old screwdriver and hammer, not the best. Time to add to my Park Tool collection and buy a proper one to do the job correctly in the first place. There are a couple of models but i ended up with the TNS-4 mdoel, rrp £30 but i got mine for £20.68 inc next day delivery.
Here is all the technical info. I have not used it yet but will report back after i have fitted a new star nut.
